Fragmentation indicators

Politicians and planners are in need of decision support tools (indicators) that help evaluating both the problem of fragmentation (the status-quo) and the achievements made in a region or country with respect to mitigation measures (monitoring, follow-up). For other topics related to transport and environment, such tools are under constant development and are used internationally by e.g., the EEA (compare TERM - Transport Environmental Report Mechanisms, http://www.eea.europa.eu/themes/transport/term). IENE has once contributed to TERM by introducing fragmentation indicators. However, these indicators should be revised and complemented.
